Description:
Department of Veterans Affairs Payment History Inquiry Screen (TINQ) reflecting Respondent's VA
disability compensation payments. File Number: 571951923. Payee: Conrad A Rockenhaus. Payments
documented include six monthly disbursements totaling $26,837.87. Routing numbers identified:
031-101-334 and 314-074-269. The pay-date column reflects the date of actual disbursement by the
VA, not the month for which the benefit is owed. Pursuant to 38 C.F.R. § 3.31 and longstanding VA
operational practice, monthly disability compensation is paid on the first business day of the following
month. Where the first calendar day of a month falls on a weekend or federal holiday, payment is
advanced to the immediately preceding business day. Accordingly, the line item on this exhibit showing
a pay date of February 27, 2026 (a Friday) is the March 2026 monthly disability payment, paid early
because March 1, 2026 fell on a Sunday. All payments shown were directed to financial accounts under
the control of Petitioner Adrienne Rockenhaus pursuant to the Power of Attorney that was revoked on
February 17, 2026 (Exhibit 3).
Relevance:
This payment history quantifies the financial motive for the PPO filing. During Respondent's federal
incarceration from September 4, 2025 through March 2, 2026, Petitioner had access to approximately
$26,837.87 in Respondent's federal disability benefits, including the March 2026 payment disbursed
early on February 27, 2026 due to the March 1 weekend. On February 17, 2026, Respondent revoked
Petitioner's access to those benefits (Exhibit 3). Three days later, Petitioner filed the ex parte PPO.
Exhibit 1 (February 9 email) explicitly identifies barring Respondent from “accessing financial assets” as
a purpose of the “Restraining Order.” The financial predicate of the PPO theory is the dispute over the
March 2026 VA payment that Petitioner received on February 27, 2026 and refused to release to
Respondent upon his March 2, 2026 release from federal custody, as documented in Exhibit 18
(Respondent's March 4, 2026 email seeking third-party intervention to recover those funds). This
payment history is additionally the subject of pending inquiry by the Social Security Administration and
the VA Office of Inspector General.
